What counts as an infill plot and may I develop it?

Short answer: An infill plot is an undeveloped or only slightly used plot that is surrounded by already developed neighbouring plots. If it lies within a contiguously built-up part of a locality, development is generally possible – even without a development plan (Bebauungsplan). Section 34 BauGB is then decisive: your project must fit into the character of the immediate surroundings in terms of type and extent of building use, method of construction and the buildable area. If, on the other hand, a development plan exists, its stipulations take precedence.

Short answer: A rear plot lies without direct access to the public road behind another plot – that is, in the second row. In order to be allowed to build there, site development must be legally and factually secured: access, supply lines and an escape route must run over the front plot. Legally, this is secured via a right of way and utility easement (Grunddienstbarkeit) in the land register, supplemented by a building encumbrance (Baulast).
