Why an independent inspection is sensible with a prefab house

A prefab house is regarded as high-quality and dimensionally accurate because walls, ceilings and roof elements are manufactured under controlled conditions in the factory. This prefabrication reduces many classic building-site errors – but it does not eliminate them. The critical points merely shift: from the accuracy of the shell to the interfaces between the floor slab, element assembly, building services and interior finishing. Precisely where trades meet and there is schedule pressure, deviations from the build and services specification accumulate.

The decisive factor is the balance of interests. The manufacturer inspects its own work, the provider's site manager is its employee, and the subcontractors work on the manufacturer's behalf. A truly neutral body that represents solely the homebuilder's interests is not provided for in this system. Independent build supervision closes exactly this gap: the surveyor or expert is obligated exclusively to the homebuilder and assesses the execution on the basis of the work contracts, the relevant standards (DIN, GEG, recognised rules of technology) and the agreed build specification.

The Homebuilders' Protection Association (Bauherren-Schutzbund) and the Institute for Building Research (IHS) have shown in their studies for years that around 20 defects occur in an average new build – from cosmetic trifles to execution-relevant errors in sealing, insulation or airtightness. Without expert inspection, much of this remains undetected because it is no longer visible after the interior finishing. Anyone who only takes a closer look at the building acceptance already has part of the relevant execution built in and plastered over in front of them.

The value of build supervision therefore lies less in the spectacular individual find than in the ongoing documentation. Every appointment is recorded with photos, measured values and a written report. This chain of evidence is decisive in the event of a dispute: a documented note before the wall is plastered is legally something quite different from a suspicion after move-in.

The most important inspection stations in prefab construction

Build supervision ideally begins before the first spade is turned. Station 1 – contract and build-specification check: before the signature, the surveyor checks the build and services specification for gaps, unclear wording and missing items. This clarifies what work is actually owed – and thus what can later be claimed as a defect.

Station 2 – floor slab and cellar sealing: before the house elements are erected, the reinforcement, height position, dimensional accuracy and above all the sealing against ground and soil moisture are checked. Errors in the floor slab can hardly be remedied later and are among the most expensive building damage of all. Station 3 – assembly of the building envelope: immediately after erection, the build supervision checks connections, wind-tightness, diffusion planes and the correct execution of the vapour barrier. Particularly the airtightness determines the energy balance and moisture protection of a prefab house.

Station 4 – building services and installations: as long as the walls are open, the electrical, sanitary and heating installations remain accessible. The expert records the routing of lines, the sealing at penetrations and the preparation of the building services (heat pump, ventilation, PV pre-installation). Station 5 – interior finishing and screed: inspection of the screed build-up, impact-sound insulation, moisture measurement before laying the floor covering and the proper execution of dry construction and tile joints.

Station 6 – airtightness and blower-door test: the measurement of the building's tightness reveals leaks while they can still be remedied. An independently supervised blower-door test is more meaningful than a mere proof appointment by the manufacturer. Station 7 – building acceptance and warranty: the formal acceptance is the legally most delicate moment of the entire building project, as it reverses the burden of proof, the transfer of risk and the start of the warranty periods. The surveyor draws up a complete defect report here, which is attached to the acceptance report.

Not every one of these appointments is mandatory for every building project. The concrete sequence of appointments depends on the finish level, cellar or floor slab and individual risk assessment. Typical in 2026 are five to eight site walk-throughs over the entire build period. Anyone who only wants to secure selected points can commission individual key stations – such as the floor slab, shell and building acceptance – separately.

A realistic assessment remains important: build supervision is no guarantee of a defect-free house and replaces neither site management nor manufacturer responsibility. How to find a suitable building surveyor

The job title „building surveyor“ is not protected in Germany – all the more important are qualification and independence. Robust characteristics are a public appointment and swearing-in by the Chamber of Industry and Commerce, certification to DIN EN ISO/IEC 17024 or membership of established professional associations. Equally important is proof of relevant experience with prefab and timber construction, as the inspection priorities differ from those of solid construction (Massivbau).

The core criterion is independence from the manufacturer. A surveyor who is economically or contractually connected with the commissioned house provider cannot exercise their control function neutrally. Homebuilders should therefore explicitly ask about possible conflicts of interest and obtain references, sample reports and a clear fee agreement. A transparent offer names the number and timing of appointments, the scope of the documentation and the billing basis.
