RJUE + Licenciamento via the Câmara Municipal

Legal basis: Regime Jurídico da Urbanização e Edificação (RJUE) + the municipal PDM (Plano Diretor Municipal)

Portuguese building law is governed nationwide by the Regime Jurídico da Urbanização e Edificação (RJUE). Whether and how one may build is determined by the municipal land-use plan PDM (Plano Diretor Municipal). The regular permit route for a residential house is the Licenciamento (building permit) via the responsible Câmara Municipal (town administration); for simpler projects, the Comunicação Prévia (prior notification) is sometimes an option. After completion, the occupancy permit Licença de Utilização is required. The project and application require the involvement of an architect or engineer licensed in Portugal.

Is a basement worthwhile for a prefab house in Portugal?

In Portugal, a classic full basement is unusual – in the warm climate and on often rocky or sandy subsoil, people usually build at ground level on a floor slab, frequently with a ventilated plinth against moisture. Where a basement level (cave) is desired, it is created above all in hillside locations as a partly earth-touching plinth storey.
