Passive House 2026: Surcharge, Costs & Funding Programmes at a Glance

The passive house (Passivhaus) is a building concept whose envelope is insulated so effectively that a conventional heating system becomes unnecessary. The warmth generated by the sun, by occupants and appliances, and by ventilation with heat recovery is enough to keep the heating demand below the 15 kWh/m²a mark. How the passive house, the GEG and the efficiency-house tiers fit together
Short answer: For new builds, the Building Energy Act (Gebäudeenergiegesetz, GEG) requires at least the EH 55 standard in 2026 and sets upper limits for primary energy demand, transmission heat losses and the mandatory share of renewable heat. A passive house comfortably exceeds these requirements and, in the KfW classification, usually corresponds to an Efficiency House 40 or better – which puts the highest KfW funding tier within reach. The four load-bearing pillars of a passive house
- An insulated envelope with U-values of no more than 0.15 W/(m²K) for the external wall, roof and floor slab.
- Triple-glazed windows (Uw ≤ 0.80 W/(m²K)) fitted in thermally broken frames.
- A ventilation unit with heat recovery, summer bypass and frost protection, with an efficiency of at least 85%.
- An airtight construction, verified before handover by a blower-door test at n₅₀ ≤ 0.6 1/h.

A passive house calls for building-physics expertise down to the last detail: every thermal bridge must be avoided, all ventilation ducts routed inside the insulated envelope, and summer heat protection factored in from the outset. The energy calculation is carried out by a qualified specialist from the federal list of energy-efficiency experts.
