Why do prefabricated houses become a cost factor in renovation in 2026?

Short answer: In the boom years from 1970 to 1990, building was done cheaply: with the wood preservatives approved at the time (PCP, lindane), vapour-tight films and sparse insulation thicknesses. Four to five decades later, the follow-up costs become apparent — moisture in the wall assemblies, leaky joints, floors that sag underfoot, roof insulation that has collapsed and outdated heating technology. The load-bearing structure is usually still sound in well-maintained houses, but the envelope and the building services generate the actual renovation effort.

Three cost drivers bring the renovation into focus in 2026: on the one hand, the GEG and BEG increasingly push owners to act (details in the GEG guide), on the other hand the high heating and electricity costs noticeably burden the monthly budget. Until the 1980s, wood preservatives such as pentachlorophenol and lindane were considered state of the art — today experts regard them as harmful to health. A suspicion is obvious as soon as exposed wooden beams are visible in the living space, yellowish discolourations appear or a typical smell is perceptible. A material and wood-moisture sample in the laboratory for €80 to €250 provides clarity. If the finding is positive, it becomes expensive: the measures range from sealing with a barrier primer to the replacement of entire walls, and the costs vary accordingly widely.

Three renovation budgets: basic, comfort, full renovation

Short answer: For a typical 130 m² prefabricated house from the 1980s, the costs in 2026 break down into three budgets: the basic energy package between €35,000 and €55,000 (heating, roof insulation, windows), the comfort renovation between €65,000 and €110,000 (additionally an external thermal insulation composite system on the external wall, ventilation, new bathrooms) and the full modernisation between €130,000 and €180,000 (complete envelope, interior fit-out, new electrics, smart home). Funding BEG EM 2026: how grant and loan reduce your costs

Short answer: The Federal Funding for Efficient Buildings — Individual Measures (BEG EM) grants, in 2026, subsidies of 30 to 70 per cent on heating, envelope and building services and thus considerably reduces the net price. For the heating replacement there is a 30 % basic subsidy, supplemented by the climate-speed bonus (20 %), the income bonus (30 % for an income ≤ €40,000) and the efficiency bonus (5 %). The upper limits per residential unit: €30,000 (heating) plus €60,000 (envelope/building services) — thus up to €90,000 in subsidy is possible. The costs remaining after that are financed by KfW 261/262 via a low-interest loan of up to €150,000.

Decisive for the saving: the application must be in place BEFORE the order is placed. Anyone who orders first and only applies afterwards pays the full price without a subsidy. Renovation sequence: which order reduces the total costs

Short answer: Cost-optimal in 2026 is the order envelope before heating. Anyone who first installs the heat pump and only then insulates acquires an oversized system — more expensive to buy and to run. If the heating replacement cannot be postponed (defective boiler, GEG obligation), at least include the later insulation in the calculation and size the heat pump to the future rather than today's heat demand — this saves on purchase and electricity bill.

In practice, other factors often determine the order: the funding logic, the material availability, the available budget, possible owner labour and the weather. In cost terms, this sequence is optimal:

  • 1. Energy consultation with an individual renovation roadmap (iSFP) — secures a 5 % bonus and thus real money.
  • 2. Pollutant remediation (KMF, asbestos, PCP) — if required, always first, otherwise the follow-up costs rise.
  • 3. Insulation of the roof and external wall — here the saving per invested euro is highest.
  • 4. Replace the windows — at the same time as the insulation, to avoid double scaffolding and connection costs.
  • 5. Ventilation system — required after the envelope insulation, to avert expensive mould damage.
  • 6. Replace the heating — now suitably and therefore more cheaply sized for the insulated building.
  • 7. Photovoltaics plus storage — at the end, as a supplement to the heat pump with its own cost-benefit profile.
  • 8. Smart home plus energy management — integrates all components and unlocks additional savings.

Cost-benefit: when the renovation pays off in calculation terms

Short answer: In calculation terms, a renovation pays for itself in 2026 as soon as the annual heating-cost saving exceeds the annuity of the loan taken out for it — with BAFA/KfW-funded measures this is usually the case, because 30 to 70 per cent of the costs are covered. A sample calculation: full modernisation for €150,000 gross, of which €60,000 is funding; €90,000 is financed at 3.5 % construction interest (annuity €6,300/year). The heating-cost saving of €1,800 to €3,500/year covers 30 to 60 % of this. Not quantifiable in euros but valuable: more comfort, a better CO2 balance and a higher living value.

The value increase equally belongs in the price calculation: a modernised prefabricated house from the 1980s usually achieves, in 2026, a market value 15 to 25 per cent higher than a comparable unrenovated property. Anyone who is staying in the house anyway takes the comfort and CO2 advantages as a bonus. Anyone who wants to sell in 5 to 10 years sets the value increase against the renovation costs — in the end the balance often comes out marginally positive.

Alternative of demolition and new build: when the new build is cheaper

Short answer: Demolition and new build pay off in price terms in 2026 when the fabric is severely damaged (fungal infestation in the load-bearing structure, settlement, high pollutant load), the renovation costs reach over 70 per cent of the new-build costs, or the plot could be built on considerably better (more living area, more favourable orientation). Instead of a demolition, additional space can often also be created by adding a storey or an extension to the prefabricated house. The demolition amounts to €25,000 to €55,000 including pollutant disposal, followed by the new build of a KfW-40 house. A cost advantage: the new-build funding (KFN, WEF) is attractive in 2026, and real-estate transfer tax and site development do not arise a second time, because the plot is retained.

How strongly do harmful substances in 1970s/1980s houses drive up renovation costs?
If found, the renovation must be carried out under TRGS 519, 521, 524 (technical rules for hazardous substances) – approved specialist firms cost 30–80 % more than standard renovators.
