What does a prefabricated house cost in Berlin? Price overview 2026

As a city-state, Berlin is a special case: building land is extremely rare, so prefab homes are mostly built in outer districts such as Köpenick, Mahlsdorf, Karow and Spandau, or in neighbouring Brandenburg. Anyone wishing to build detached should keep an eye on both markets at once.

Building regulations in Berlin: what applies to prefabricated houses

Berlin Building Code (BauO Bln)

Legal basis: BauO Bln of 29.09.2005, last amended 2024

The BauO Bln is largely based on the Model Building Code (MBO). A solar obligation has applied to new buildings since 2023. The permit procedures run through the districts, sometimes involving several months of waiting time.

These points builders should keep in mind

  • Solar obligation for new buildings since 01.01.2023 (Berlin Solar Act / Solargesetz Berlin)
  • Setback areas: 0.4 H, at least 3 m
  • Parking-space requirement abolished (since 1997), districts may reintroduce it
  • Obligation to have a development plan (Bebauungsplan) in most inner-city districts

Funding for prefab homes: KfW & IBB

The IBB supplements KfW funding. For families, funding rates of 18–22 percent are achievable.

IBB Housing Construction Loan (IBB Wohnungsbau-Darlehen)
At a low interest rate for owner-occupied residential property
IBB Energy-Efficient Building Renovation (IBB Energetische Gebäudesanierung)
Up to 50,000 € for Efficiency House standards
KfW 297/298 Climate-Friendly New Construction
Nationwide, up to 150,000 € per residential unit

Funding institution: IBB (the investment bank of Berlin)

The structural design is uncritical; the manufacturers' standard catalogues fit without adaptation.

Sand, moor and contaminated land

In the south of Berlin, the sandy soils typical of Brandenburg predominate. On inner-city conversion sites of former industrial locations, there is a contaminated-land risk – a soil survey is mandatory. In places, the groundwater level is high.

Is a cellar worthwhile for a prefabricated house in Berlin?

Because plots in Berlin are extremely scarce, almost every prefab home is built with a basement (over 70 %). A standard basement costs 35,000–60,000 €. On conversion sites with contaminated land, special foundations are sometimes necessary.

Prefabricated house in Berlin: answers to common questions

Can I build a detached prefab home in Berlin?

Yes, but essentially only in the outer districts of Köpenick, Spandau, Marzahn-Hellersdorf and Pankow. Building land is scarce and expensive, which is why many builders move to neighbouring Brandenburg.

Does a solar obligation apply to prefab homes in Berlin?

Yes, since 01.01.2023 under the Berlin Solar Act (Solargesetz Berlin). Residential buildings must be fitted with a photovoltaic system whose size is determined by the roof area.

What does a prefab home in Berlin cost in 2026?

On average 3,100 €/m² turnkey. The biggest cost driver is the plot (1,200–2,800 €/m²). For a 140 m² single-family house, the house price is 434,000 €, and the total costs usually 800,000–1,200,000 €.

What funding is available in Berlin?

The IBB programmes (Housing Construction Loan, energy-efficient renovation) can be combined with KfW 297/298. Funding rates are 18–22 percent.
